Oh, that's so sad to hear. A lot of people complain about the regulations here (for example, before you put on the river you must get a permit from the ranger who checks that you have enough life jackets, extra paddles, a proper portable toilet etc) but I think that when you have so many people on the river, you really need to make sure that all safety regulations are followed.
