I am tempted to run for city council so I can propose a law prohibiting dog ownership within city limits. Or at least prohibiting people from going to work and leaving their barking dogs in their yards all day.
Back when I lived in the Crackhouse (my first apartment here in CA, aptly named that by my friends), I learned a lot about noise issues and laws. At least around here, you can call the police and they'll put you through to a special group who handles such complaints. I forget the name of it, but the only thing they did was to handle noise issues. Maybe there's something like that by you?
Well, first we're going to talk to the neighbors. They're fairly nice people and hopefully they will be sympathetic and do something about it.
This has only been going on for a week or so -- I think it's just that the weather has gotten colder and their dog hates it -- and we just haven't gotten the chance yet to talk with them about it.
Our neighbors on the other side also has an extremely obnoxious dog, but they keep her inside most of the time. However, I dread visiting them because said dog jumps all over visitors, or at least tries to (the owners do their best to hold her back). She's flunked out of obedience school twice, apparently.
I probably sound like a dog-hating extremist. Actually, I like well-behaved dogs, but they are few and far between, at least around here.

That's my current feeling on them as well. Dogs (like kids) really should be required to be well-trained if you're going to have them, otherwise they're can be noisy, messy problems.

From my experience with dogs (both my family's and other people's) dogs themselves seem happier when they have been properly trained - in other words, expectations and limits regarding their behavior are clear.
I'm a definite "dog person", but dogs left to bark all day is my very worst pet (no pun intended) peeve. Having experienced living next door to a construction site and a constant barker, I'd take the jackhammers any day.
I've had good luck complaining directly to neighbors; in person if I'm feeling brave (or angry) enough, and by note if I'm not. (One I even wrote in *ahem* doggerel form.)

Well, I imagine peeves exist in the wild. But mostly they just swing around from one tree to another, not bothering anyone except perhaps the squirrels.
