As long as they're recycling waste and not razing local plants to generate it, like some biodiesel in Southeast Asia occurs.

No, raising local plants! In this case, part of the rationale is to provide local farmers a market for sunflower and canola. The wheat and bean industry here is doing poorly, and dryland agriculture is limited in what can be grown here. The sunflower hulls will be burned for process heat, to improve energy balance.
